Is a 46 year old Schwinn Continental bicycle safe to ride?

I recently bought a 46 year old Schwinn Continental at a garage sale for 10 dollars. I was just looking for something to use on campus. The bike looks fine, but after seeing way too many youtube videos of forks snapping and people flying head first into the ground, I'm starting to get a little scared.

I'm going to replace the tires, the breaks, and so on, but is it worth putting in the money?

(Also, if there are any bike experts out there, would I need to replace the tubing as well? Not really sure what I'm talking about here, but any advice would be great! )
