Is a .243 caliber a bullet,a rifle or both?

Does the caliber of the bullet have to fit the guns caliber
Are the bullets or th gun called a .243 or are they both called that
 
The .243 is the cartridge,bullet diameter combination that fits a rifle chambered for .243 diameter bullets and cartridges. I know that sounds like lawyer speak, but you need to be specific with cartridges. There is a .243 Winchester which is the most common inference. Then there is .243 Ackley Improved. There is .243 Winchester Super Short Magnum. There is the 6mm Remington. There is the 240 Weatherby Magnum. So you see the reason to be specific. There are numerous wildcat cartridges in .243 also. Same situation with .30 caliber and most others.
