is a 1999 Chevy Malibu Sedan fuel injected?

My car doesn't always start right away, but if I give it some gas while turning the key it starts right away. How can this be if it is fuel injected? the battery is good, the spark plugs are good, and the alternator. Before I bring it in to get looked at (and get ripped off) any help would be great!
 
Which engine does your 1999 Malibu have? I believe all the GM engines had fuel injection in that era. The basic adjustments should be checked at Inspection time. For example, correct ignition timing, proper operation of the EGR valve, and the correct fuel pressure at each fuel injector.
