Is a 1995 Toyota Corolla a good car to modify and turn into a tuner?

I own a 95 corolla and it is currently not running because of brake issues and tire issues. And I was going to just buy a new car but I figure I could get more out of my money if I took it to the shop got it fixed up and replaced rims/tires. And painted it. After that I would start to modify it.

So have you ever seen or heard of a 95 corolla that was bad ass looking and was very quick?
