Is a 10 foot basketball hoop too high for a six year old?

My six year old cousin used to "train" on 10 foot hoops, and he could never throw the ball into the hoop.
Is he waek or the hoop too high for him?

I see other kids around his age socring i think at the same rec centre in which i play basketball
