Is 3 minutes long enough for a dog to do "her business"?

My wife has the responsibility of caring for an elderly woman's Llassa Apso. Last night she walked the dog at midnight for a total of 3 minutes. Is this long enough for a dog to do "her business", or should she allow her to spend more time outside? The dog is in the house all day except for a pee in the morning and her evening "walk". When my wife forgets or is too lazy to walk her, she does "her business" in the house and my wife doesn't really care or want to admit that she is responsible for this and yells and screams at the dog. I have small children at home and I believe that they shouldn't be anywhere near an environment like this. What do you recommend? Thanks.
 
Depends on the dog, although I already feel bad for it.

2 walks is not enough for any size/age dog. Mine is more or less trained/used to go as soon as we step outside. Sometimes he lingers for a couple of minutes and rarely it takes 10-20 minutes...but it depends on what the dog is used to.
