Is 15,000 for a 1998 dodge 3500 cummins five speed too much?

It has 140,000 miles on it. It has a brand new fuel system and a new clutch. There is not a spec of rust on it. I drove it and it runs great with no problems. He said he wouldn't take less than 14 for it but i figured i can take him 13,500 and he would not say no but.

CUMMINS TURBO DIESEL!!!
