Hi!
I am in the process of getting my itin number (A nonresident alien required to file a U.S. tax return) through the W-7 form.
However, I don't get the "Attach a valid federal income tax return, unless you qualify for an exception"
Since english is not my main language, I don't understand if:
1. As a canadian resident, do I qualify for an exception or:
2. Do I have to send a valid federal income tax return (if so, what are they talking about exactly?).
