So where am i supposed to place the DER file for using a IPSec certificate based VPN in Android 2.0 (or 1.6 even)?

Anyone?

The certs list comes up empty and there's no option anywhere to import....

...seems to imply you just copy it onto your SD card and load them. You could try using a file manager app (e.g. OI File Manager) to find the .der file and load it?

Let us know if this works.
 
I'm having the same issue as the OP. My phone seems to understand the MIME type of the .DER files on my sdcard, but it won't open them or do anything with them...that I can figure out.
 
I've found an option to import certificates from the SD card. I'm going to use that now and try to set up a VPN connection.

The option is here:
Settings > Security > Install from SD card (install encrypted certificates from SD card)

I think my phone (HTC Desire Z) came with Android 2.2 by default.
