Iphone with a new contract?

Okay so my contracted ended with my current cell phone provider.. and I want an IPHONE with ATT .. however they are "stating" a 30.00 data pkg plan is required for this phone (i.e. you MUST have the net) well every where i go has wi-fi including my home.. my question is.. if i were to order a plain jane phone with ATT could I switch the sim card from the plain jane phone into a IPHONE i purchase from Ebay/amazon ect?

What would i have to do in order for it to work?

It won't work. Regardless of where you buy the phone, the data plan is required and will be automatically added to your account as soon as the network detects you're using an iPhone.

All wifi enabled phones require a data plan. If you want to avoid it, buy an iTouch and a cheap phone.
