iphone unlocked use with bell?

so,

im looking at iphones on ebay and what not, and quite a few of them say "unlocked"

use with rogers bell and other places.
but the way i see it, it doesnt make any sense,

rogers is gsm or gms what ever it is.

and bell is cdma, so how can it be used on either?

is it because bell has sim cards, but only for blackberrys and iphones?

any help on this
