iPhone/iPod Game: Tap Resort - how can I level up more?

I'm at level 16 and have 3 islands. I have many stores on each island and they are all fully upgraded.
I want to buy more stores but the game doesn't let me saying that I need to wait until I get to level 17, and meanwhile, do upgrade what I have on islands. But I do not have any stores that I can upgrade more. What should I do to level up?
