Iphone 4g wont connect over blue tooth to computer for teathering?

When i try to connect my iphone 4g to my dell inspiron over blue tooth it just says searching for device and never finds anything, i have blue tooth turned on, on myh phone.
i even tryed buying one of those little external blue tooth receviers and it did not work. any ideas?
