Iphone 16gb 3g has "o" where 3g is suppose to be at?

Ok i have a iphone 8gb 3g and everything is good. I have a iphone 16gb 3g and it cant see 3g or edge. It is replace with "o". Sometime it will come up as 3g or edge but it is mostly on "o". Any help please. I try restore, reset, hard reset, network setting reset, turning airplane mode on and off. Almost everything you can think of.
