iPad, Camera or Cell/Mobile Phone?

Hello!
So, my 14th birthday is coming up, and i'm not sure what to get!
I can get either an iPad, Camera or a phone.
I dont have any of those stuff right now, but if I buy a camera, my parents might be able to get me a cheap phone with it.

So either
iPad
Camera + Realllly Cheap Phone
Expensive Phone

HELPP!
Oh and if you think I should get a camera, do you know which one I can get under $500.
And if you think I should get a phone, which one should I get under $650
