Internet explorer not allowing me to download Adobe Flash Player?

I would like to download adobe flash player but when i click on the "agree and install now" button, it takes me to a new page and it seems like a pop up should pop up that allows me to install it but nothing does. It just is on this empty page that doesn't go anywhere. What do i do?
P.S. There's a bar at the top of my Internet explorer window that says "Internet Explorer is currently running with add-ons disables. Click here to manage, disable, or remove your add-ons." I know i should do something with that, i just don't know what.
 
Do you have vista 64? If so ,on your program files you have 2 explorers.one 64 bit and a regular one.Use the regular to download adobe
 
Ok same thing happened to me. Use safari or firefox( if you don't have it download it). Then download it from there
