firearms are inherently dangerous, particularly when mishandled. Hazardous substances are also inherently dangerous. Workers who handle hazardous waste are required to have forty hours of training as per 29 CFR 1910.120 as well as annual refreshers. Why not owners of firearms? I must have had several hundred hours of firearms training over the course of six years and have still had a couple of close calls. Not only would this weed out individuals who shouldn't have firearms, but it would ensure that firearm owners are competent- knowing how to handle, store and maintain weapons.
