Instate Tuition Question?

I live in Colorado right now, but will be attending a community college in Utah for a year so that I can become a resident and transfer to a Utah state school for my sophomore year. I will be moving there this August.
My questions is, once I apply at another college as a transfer student, can I apply as a Resident Transfer student? By the time school starts, I will be living there for a full year so I would be considered a resident, but when I apply, I will still have to live there 3-6 months depending on when the deadline is.

Would I still be able to get In-state tution when starting my sophomore year or would I be considered a out-state transfer student. and have to pay out of state tution?

Or is different for each school?
I plan on staying there in Utah and will be getting my licence there. As well as renting a home to live in.
