Installing cycle shack exhaust on a 2011 Harley Davidson iron 8832?

I purchased a set of Cycle Shack 3 inch slash down slip on mufflers for my 2011 HD Iron 883. The instructions that came with them said that they just replace the stock ones however the parts guy at the dealership is telling me to get a $400 performance chip when I put the new pipes on. Do I need the chip? What will happen if I put the new pipes on without buying the performance chop
 
If the pipes are freer-flowing than the stock ones (more than likely), then the motor will run lean. This can cause erratic running when trying to accelerate. If more serious, it can cause overheating and holed pistons. You can always just install the pipes at first, see how it runs, and check the colour of your spark-plugs. If there is ANY sign of it not running well, park it until you get the chip, so you don't damage your motor.

As an aside, I'm not sure what your intentions were when you bought the pipes(or the bike). The 883 is a slow bike that will always be slow, short of grafting a 1200 top end onto it. And nothing seems sillier than a loud, slow bike.
 
If you changed the exhaust to have power, you changed the wrong part. If you want performance you need a different motorcycle.
