income support and studying?

Hiya my sister who is 18 and a full time student at college, the thing is she has had to get a flat due to her not being able to live with her mum. She has asked for her entitlement from jsa and income support and housing benefit they say she isnt entitled to anything is this right? as one seems to say one thing and one says another
