In World War Two were babies adopted locally or nationally?

How did the adoption process work in the 1940s? My late father was born in the midlands in 1942, but adopted by a family in Brighton. Does this mean that his birth mother (with no father listed on the birth certificate we assume she was young) possibly moved to Brighton after the birth, or could a family from Brighton have adopted a baby from as far away as the midlands at that time? I'm very keen to trace my father's birth mother and this information could really help me focus my search. Thanks!
