well there is gta iv where you can do everything providing you have multiplayer
also there is a new game called this is vegas coming out soon for the ps3 and the x-box 360 where you can do all of those and more
two other games for both the ps3 and x-box 360 are the elder scrolls iv: oblivion but its set in the past so no riving and there is also fallout 3 set in a post apocalyptic world so everything except driving again both are really good but fallout is extremely violent (as in shoot a head with a gun loaded with exploding bullets all the body arms legs etc explode) and has quite strong language.
but if they are too mature for you there is little big planet for ps3 a 2.5-D side scroller or the sims fir pc, ds, psp and ps2
