In the UK you pay VAT on gingerbread man coated in chocolate but not if he only has chocolate dots for eyes?

What if the feet and head are dipped to give chocolate shoes and hat?
What if the same dough (plain) is used to make a biscuit: is this now a luxury, VATable item?
