In the true history of South Korea, is "Jeong Yak-yong" a detective?

In the true history of Jeong Yak-yong, he was a philosopher in the late Joseon Dynasty. In 1794, he served as secret royal inspector (????) of Gyeonggi province, investigating misconduct by other officials. They call him, "Sherlock Holmes of the Joseon Kingdom". Is that really true?
