Sorry, silly answer, but thats because I do not honestly believe any country does.

All the countries in the americas are founded on stolen land, cleared by genocide.

Europeans raped the world for centuries

Every country has its history of abuses and atrocities, no one is clean
 
It has to go to Switzerland: they never involved themselves in politics or their Armies in any wars that doesn't concern the well being of their own citzens: many believe that this because the elite International bankers have their wealth their: however if you study Switzerland history you discover that they led the efforts for the creation of many humanitarian rights laws: Geneva convention, and other effective laws/groups that contributed to the welfare of many around the world.

And i am really sorry but in 300 years from now the future civilizations of earth will look at the United States and its sister country Israel as the worst violate rs of human rights: Hiroshima, Vietnam, Iraq (abou Gharib) Cambodia, Korea.... Palestine and it goes on and on in the name of their so called freedom or the war on terror hehe. 911 is an inside job the future will laugh at all of you doubter. Youtube 911 mysterious or 911 missing links and you will never think of the U.S again as morale
 
Canada, as long as you don't mind that we go around whacking little seals on the head.
 
The United States, despite its flaws, is the undisputed champ here, the country that almost single-handedly introduced the concept of morality to foreign policy.
