In the first mission of inFAMOUS, what does the lever do in the little military

compound? When I kill the train guards and run down the street a couple blocks, there's what looks like a military outpost with two turrets and a browning on one of the towers, its the one with the spotlights, now on the hardest to get to tower, there's nothing but a lever in it, and when I use it, nothing visibly happens, I was wondering if there was some effect that I see later in the game perhaps?
