Not yet, in many jurisdictions. Local ordnances began cropping up in the 1870's. Dodge City, KS, for instance, passed an ordnance allowing the firing of guns on one side of the tracks but prohibiting it on the other, except of course for New Year's Day, the Fourth of July, and Christmas.
