in the army does the spouse whos higher rank get full and the other spouse get partial?

when i was in the service a yr ago i had gotten full bah and my husband partial.Well i had to gt out when we deployed(fam care plan) but now im gettin back in.He's higher ranking but im hearing now that only he gets bah and i get none...Im trying to figure out whats going on because my recruiter says i will but soldiers who's been in says no i wont...he's a e-4 and i a e-3...and please no smart *** comments either.if u wana criticize go on www.goarmy.com ...THANKS
