In Texas, do you know what would constitute a felony charge of elderly

financial abuse? My wife's BFF got arrested for an outstanding warrant for Elderly Financial Abuse. They say it's a felony with a 15-20k fine. She was the caretaker for her Dad and her Dad's money, until one day her estranged sister showed up and kidnapped her Dad while she was gone and then alleged that her sister was exploiting her father. Do you know what the burden of evidence would have to be for a crime like this? Thanks
