In-state residency for tuition benefit as an out-of-state dependent?

New member
I currently live in New York but I am going to be leaving the state for college. If I change my residency to the state which I attend college in to receive in-state tuition, will my mother still be able to claim me as a dependent in New York? How will this affect my medical/dental/health insurance, etc.?
