in-slaving people in fall out 3, the Strictly Business quest?

i finished the quest and the guy that gives you the collar said i can in-slave anyone else for 200 caps. i try and it doesn't work, they dont get stunned. who can i in slave? thanks to all

you should be able to slave whoever you want i think, but you have to go back for a new collar everytime.
