In rune scape i need some answers okay?

1.) I need to know what level would be good for doing RANGE IN PVP for having 68 str and combat lvl of 76??? 2.) Where is a good place to work on it?? My range is currently 62... im a non member. Please someone give me very good advice!!
 
I would go to the Varrock dungeon, go accross from the skeletons on the left and shoot across the small river. they will give you a fair amount of xp and they cant hit you back plus if you run low on arrows you can run around to the other side and pick them up.
