In regards to my son having asthma, and he is stuck in processing in the army?

my son who has had asthma all his life was told by the recruiter not to tell that he has asthma, when he got to processing, when he got there, they asked everyone to tell what the recruiter told them not to tell far as their medical condions, cause two people had died cause they did not tell. my son told that he has asthma, and he was reviewed by the doctors and specialist and found out that he has the lung capacity of a three,which is pretty low, and which you need a seven or eight to stay in the army, in order to go to basic training. And he was told that if he could not go to basic training or he could die, so he is on a do not ship list. He has signed the papers that he has to go home, and they are no longer responsible for him if anything happened to him in regards to his asthma, now he is waiting for his stop pay and then something else. why can't they just send him home. now he is telling us, that other civilian who have previously gotten in trouble are going around starting fights to make other civilian, who can go home too stay longer also, as punishment. I wrote to my congressman about the situation, cause they should just let him come home. And then he was lied to in order to get to processing, they told him that he would be blacklisted, and that he could never get a job, go to school, or if you get stopped by the police, that they will arrest him if he did not go. I need some suggestions on how to get my son home if any way possible.
