In photoshop, how do I stretch my picture that I copied?

I cut out a face from my original picture and pasted into a separate window. It comes out as small as how I copied it(it's just a small face). I press CTRL+N, and change the pixels, and the height, but the thing is that it creates a frame around the little face. How do I actually stretch the photo to fit the frame?

There is a tool for it,it's in the tool bar but I cannot remember its name.it has little squares to grab and move.
