In Photoshop Elements 6, I get an error message on start up and new groups of images.?

The title bar says "Windows No Disk". The body of the message is always "Exception Processing Message
c0000013 Parameters 75b6bf9c 4 75b6bf9c 75b6bf9c". It goes away if I hit Cancel twice, but it is a bother. I have tried the update service, but it persists. Any suggestions?
