In MLB when gm's make trades, do they "make a case" for the player?

Does the gm say, my player is so awesome at this and that, he'd be perfect for you! Or does the gm say, hey, I want your player X, and I'll give you my player Y. Deal?

I ask because once in a while a player gets traded for prospects, and then the player ends up injured or ends up regressing severely. So it seems like the gm got duped. But, it could just be that he guessed wrong, and was not deceived in anyway.
