In March 2009, 0bama said we had a strategy for the Afghanistan War?

Why did 0bama delay until December 1, 2009 to announce the deployment of additional troops?

Also, why should we discuss our strategy publicly? Our public strategy should be very simple (note Admiral Bull Halsey's public strategy).
