In Makati, how do I get air quality tested?

This question refers to Makati, Philippines and I am looking for detailed contact info to action on.

There is a huge construction project across the street from where I live. Besides being loud and obnoxious, there is a haze to the air. The tenants of my building report feeling headaches and dizziness since the project began and I am experiencing the same thing.

Is there an organization we can call or anyone at University of the Philippines, which can test the air quality? And possibly force the company doing the construction to clean it up? We've got money to pay for this, as well as any necessary "greasing of the wheels" and I am empowered to act on behalf of the tenants. We have also a law firm on retainer, but they are telling us there is no point to a lawsuit, as by the time we finished suing, the project would be over and any damage the air is causing would be complete.
