its effect? Its seems this card would be quite powerful if I can vast it on an opponent, which I understand you can enchant anything, but as I was reading a match play out on wizards, it seemed the player cast it on himself? why in the world would he do this? Surly drawing an extra card isn't worth loosing its mana cost.
To the first answer, you can cast enchantments on other players perms, ie spreading seas or o ring, but I suppose b/c this card has to specific target, in cant be cast onto an opponent?
