No, u can't use mailto attribute like this. There should be a valid email address. Even if u create it like this and make a link,when the user will click on it it will open the email program say outlook express with address as ur notepad file name...But the message will give a error bcoz email address can't be in such format.
If u r making official site then dont use mailto function because hackers can get to it thru spambots.
