In California, can an MFT provide a psychological evaluation for bariatric surgery?

or is it just allowed to be done by a doctoral level clinician?

Is there any requirements regarding what is done or how its done to be considered valid?
I AM REFERRING THE PSYCH EVAL PIECE OF THE SURGERY...NOT THE SURGERY ITSELF
