In books, around what year did queer start meaning gay rather than strange?

I was reading Winter of Our Discontent and one of the characters was described as 'queer' and lived alone. I thought that this might mean he was either gay and never married, or weird and never married. The book takes place in the late 50's and I believe was published in the early 60's . . .
