In a scholarship application what does "reason invoked" would mean?

In a scholarship application there is a space referring to other organisations to which you have asked for financial aid, and you have to fill in some spaces for the decision of the organisation, the amount awarded and the "reason invoked". What would reason invoked means to you?? I don't understand!! Thanks
