The picture is representative of their Colonial acquisitions and aspirations to divide up the world into their respective colonial possessions. The meal is a metaphor for the lands acquired and all their resources within to be taken; slaves, gold, ore, coffee beans, cotton, sugar cane, etc..
They are carving up the lands because they are basically stealing all of the mineral resources from the native peoples. The cartoon favors neither side, both are greedy and will take all they can, only to fight over the lands if both sides can't reach an agreement, as in the case of the French Indian war, which was pre Napolean by the way.
