The meal would represent the resources of the world. This would be from a time when England and France were the dominant powers in the world, and the two doing the most exploration and colonization. The carving would represent how they were going to divide up those resources.
Without seeing the cartoon, it would be impossible to tell which side is being favored, or if it is derogatory to both. For me, the same would go for trying to put a caption to it.
 
The picture is representative of their Colonial acquisitions and aspirations to divide up the world into their respective colonial possessions. The meal is a metaphor for the lands acquired and all their resources within to be taken; slaves, gold, ore, coffee beans, cotton, sugar cane, etc..

They are carving up the lands because they are basically stealing all of the mineral resources from the native peoples. The cartoon favors neither side, both are greedy and will take all they can, only to fight over the lands if both sides can't reach an agreement, as in the case of the French Indian war, which was pre Napolean by the way.

good title would be "Napolean and british figure(name) "The world is our oyster"
 
I think it is a cartoon by Gillray.
The two figures are Napoleon and William Pitt, the British Prime Minister.
Napoleon is carving off Europe.
Pitt is taking a slice with ocean marked on it.
If anyone, it favours Pitt - mistakenly, perhaps.
