I'm very un-creative and I need help to create a cool fun poster board for

you could draw the outline of puerto rico then color it in with the design of the puerto rican flag

if you want you could make a frame on the borders of the posterboard by cutting and gluing pictures of things and people that are associated to puerto rico (like plantains and the hats that "jibaros" would wear)
