Can you check the scenario settings/ Games and scenarios can be set to disallow certain types of victories. It may also require being built in your capital city.
I got the 20 great people/wonders and everything. It says I'm ready to build the United Nations and win a cultural victory, but my list of Wonders is grayed out saying that I completed them all. Is there some kind of glitch where if you complete them all then the United Nations doesn't show up?
