Techinically yes. However your recruiter needs to put a chit through their chain of command which take time. Call them NOW.

Next time you make a committment, think it through. Consider reserves.

Im leaving in just 2 weeks and i decided and make up my mind that i really dont like doing it and i dont want a full time commitment and i just realized that i just want to study in college..so my question is can i still back out from going to boot camp?

One thing to keep in mind is that you are currently in the inactive reserve while on DEP. That means that you have to put that you had military service on any job application.
What you are doing is called an entry-level discharge.
Now that that is out of the way, may I ask why you have changed your mind? Is it the stories you have heard about boot camp? Boot camp is not that bad. Yes, it is challenging, but it is anything but impossible to do. Thousands of sailors go through Great Lakes each year and very very few get sent home during boot camp. You can do this man.
Also, what other job in the world gives you free medical and dental care, free meals, and extra money if you get married or have a kid....NONE. You get all that plus more in the military, so think long and hard before you back out. Also, look around on Wednesday at all of the things people are doing to thank the military on veteran's day.
