Resolved: That merit pay based on student achievement should be a significant component of K-12 teacher compensation in United States public schools. what does this even mean?
 
It means that teachers (teaching kindergarten to 12th grade, in US public schools) should get pay raises based on how well their students do.

Resolved, means this has been debated and won. Or, if you meant "resolve" and not resolved, then it's an issue up for debate.
