I'm having trouble with my Speed Sensor on a 96 honda civic.?

The speedometer will work on occasion. When I turn the car on it jumps to 20 mpg without moving. When I move it will bounce back and forth between 15-20 mph. The faster I go, the faster it goes. I checked all connections and they are good. And I don't think anything is broken, because it will still work fine every now and then. Any suggestion on what to do next. I'm in a budget bind too. Thanks for the help.
 
It's most likely your gage that's bad, they have a mag nit made into the needle gage that keeps it balanced, you most like need to change the needle gage , they pop off so you can replace it, but you got to be careful when doing it.
