I'm getting new fish and I wanna do things right. How do I set up the tank?

I have a 3g tank and plan on getting 3 guppies. I won't be getting them until this weekend. Since I have a job now, I don't have to depend on anyone else to buy me stuff. I wanna do everything right. I want to make sure the water is safe and such. I have about 2 inches of gravel on the bottom and plan on adding a small artificial plant. What should I buy to treat the water though? Because I know I can't just plop the fish into water from the sink. Also, do guppies need a heater? The tank is cylinder shaped and more tall than wide, so I have no idea how I'd use a heater... and the lid is solid except for a small hole which I use for putting food in.
I'm also getting a tiny snail or two to help keep the tank somewhat clean.
I have a 10g tank, but the lid is made for terrariums and not aquariums. I guess I could just buy a new lid then. What temperature should the tank be at? And how do I cycle it?
Algae eater get real big though, and I just don't have room for them. They need at least a 20g tank. I'm just gonna stick with the snails.
Okay, I'm going to get one betta for the 3g tank. I'm going to put 3 guppies and 2 snails in the 10g. The snails or ridiculously tiny though so they won't take up any room... they're not much bigger than the gravel. I'm going to get a new lid for my 10g tank and purchase a heater and filter. I just need to know how to cycle the tank and such.
